"The command`s chief of staff stated that the presence of TNI forces in Papua is in line with the legal mandate, while maintaining security is the job of the police," Brig. Gen. Sudiantara said.

During his short visit, Marciel also expressed the US government`s support for Indonesia as a sovereign country. 

"The US government is also proud of the current developments in the country, especially the changes that have happened in the TNI over the past 15 years," Brig. Gen. Sudiantara pointed out.

Jayapura (5/11)—Duta Besar Amerika Serikat untuk Indonesia, Scot Marciel menegaskan kembali komitmen Amerika Serikat (AS) terhadap kegiatan di seluruh Indonesia, guna meningkatkan kerjasama AS terhadap Kemitraan Komprehensif AS-Indonesia.


Dalam kunjungan kerjanya di Jayapura-Papua, tanggal 5-6 November, Scot Marciel menggarisbawahi program-program badan pembangunan internasional AS (U.S.Agency for International Development atau USAID), baik yang baru maupun yang tengah berjalan, yang mendukung pertumbuhan dan perkembangan masyarakat Papua. Program-program tersebut merupakan kelanjutan komitmen Pemerintah AS untuk mendukung pembangunan di daerah.


Dubes Marciel saat bertemu dengan Kepala Dinas Pendidikan, Pemuda dan Olahraga Provinsi Papua, Dr. James Modouw untuk membahas implementasi kurikulum pendidikan baru untuk lebih dari 32.000 pelajar di 355 sekolah di 6 Kabupaten, masing-masing Kabupaten Jayawijaya, Lany Jaya, Tolikara, Maberamo Tengah, Yahukimo dan Yalimo.


“Kurikulum yang dirancang kusus untuk Papua akan menginspirasi anak-anak Papua untuk belajar. Kurikulum ini juga memperlihatkan rasa hormat kami untuk kebudayaan Papua yang begitu kaya,”ungkap Dubes Marciel di Kantor Dinas Pendidikan, Pemuda dan Olahraga Provinsi Papua Tanjung Ria, Senin, (5/11).


Dalam pertemuan itu, pemerintah AS memberikan hibah senilai 2,8 juta dolar AS dimana akan membantu Dinas Pendidikan Provinsi untuk memperbaiki, mencetak dan mendistribusikan kurikulum baru, serta melaksanakan pelatihan bagi para guru.


Melalui program pendidikan SERASI ini, USAID akan bermitra dengan Sekolah Tinggi Kejuruan Ilmu Pendidikan (STKIP) Kristen Wamena dalam mengembangkan kurikulum mata pelajaran Matematika dan Bahasa Indonesia untuk siswa kelas satu dan dua yang disesuaikan dengan budaya lokal serta memenuhi atau bahkan melampaui standar nasional.


Pemprov Papua akan menggunakan kurikulum kusus ini untuk sekolah-sekolah di pedalaman, terutama di daerah pegunungan. Lima kabupaten di wilayah pegunungan serta organisasi yang menyelenggarakan pendidikan non formal dan system pendidikan pararel akan menggunakan kurikulum tersebut.


Disinggung soal Kabupaten Puncak Jaya yang tidak diakomodir dalam program tersebut, Kepala Dinas Pendidikan, Pemuda dan Olahraga Provinsi Papua, Dr. James Modouw usai pertemuan itu mengatakan akibat keamanan yang kurang kondusif, sehingga Kabupaten itu belum terpikirkan untuk program dimaksud.
“Kalau keamanan sudah kondusif, kita masuk. Ini juga harus dibantu oleh masyarakat,”ungkap James Modouw.


Dia mengatakan 2000 buku sedang dicetak untuk didistribusi ke sekolah-sekolah dan pencetakannya dilakukan oleh para Bupati masing-masing, tetapi dibantu juga oleh USAID. “Bermitra dengan pemerintah kabupaten masing-masing,” ungkapnya.


Untuk semua 6 Kabupaten, seluruh guru-gurunya di training. Tinggal guru-guru kembangkan ke kabupaten masing-masing. “Saya sudah datang mengetes langsung guru-gurunya dan sangat bagus. Korban merasa dikorbankan oleh pihak Kepolisian karena menurutnya, “Kami selalu ada komunikasi dengan pihak ke polisian POLSEK SENTANI BARAT di Dosai, tapi kenapa tidak menyampaikan kepada kami atau melalui prosedur hukum, berarti POLSEK Sentani Barat telah menyalahi aturan hukum.

Dalam perjalanan menuju pulang  Petrus T. Katem bersama dengan temannya, secara tidak sengajar hampir menyenggol seorang anggota TNI, persis di depan Pos Kompi E Yonif 755 Yalet. Karena tidak terima kejadian itu, maka anggota tersebut bersama dengan kedua temannya mengejar mereka dengan motor. Merasa bahwa sedang dikejar oleh anggota TNI yang berjumlah tiga orang, maka mereka berhenti persis di depan persimpangan jalan domba empat yang kira-kira 100 meter jaraknya dari pos kompi tersebut.
Tanpa ada komunikasi yang baik, maka terjadi pemukulan dan pengeroyokan oleh aparat TNI terhadap  Petrus T. Katem dan temannya, selang beberapa menit kemudian datang lagi sekitar lima belas anggota TNI yang juga ikut bergabung memukul mereka ada yang berpakaian preman dan ada yang berpakaian dinas, kemudian mereka dibawah ke Pos Kompi E Yonif 755 Yalet. Dalam perjalanan menuju ke pos mereka terus dipukul.
Sesampai di pos mereka disiksa kira-kira selama satu jam setengah, mereka dipukul, disepak dengan laras dan dipukul dengan kayu buah dan bambu.
