2) DON’T USE WEST PAPUA AS SCAPEGOAT  FOR YOUR TURNING BACK BOATS POLICY

Press Release by West Papua National Coalition for Liberation
Jayapura, 13/10 (Jubi) – “Don’t you send boat loads of people across our sovereign border because we will send them right back to you.”
This is the monotonous messagethat we heard during the election campaign. But at his very first meeting with the Indonesian President our brave Prime Minister was lost for words to convince Jakarta of his unilateral policy. Instead he succumbed to Indonesia’s stern resolve by scapegoating West Papuans as his way out. What is West Papua to do with your tough turning back boat policy may we ask?
West Papuan people have suffered enough at the hands of the Indonesian Military and Militias for the past 50 years. Instead of helping to lessen their suffering you sided with those with blood in their hands. Do the Papuans have to put dead bodies in front of your house to convince you that this is really happening?  These photos for example, were taken by Indonesian soldiers; apparently enjoying their handy work.
UN Periodical Human Rights Review in 2008 found serious human rights violations in West Papua. It was recommended that Indonesia resolve these cases and enact policies to prevent further violations. But violations continued prompted second review in 2012 and this year. Many countries wanted to know why Indonesia does not execute its responsibilities as it promised it would. Former UN Rapporteur on genocide prevention Juan Mendez put West Papua on the list of 10 countries that will face genocide if action is not taken soon.
Reports in May indicatedthat on 30 April police shot and killed two protesters in the city of Sorong who were preparing to mark the 50th anniversary of Papua becoming a part of Indonesia. At least 20 protesters were arrested in the cities of Biak and Timika on 1 May. This is what the Human Rights Commissioner had to say in reaction to these reports, “After my official visit to Indonesia last November, I am disappointed to see violence and abuses continuing in Papua,” Pillay said.
While the issue of boat people and sovereignty of both Australia and Indonesia are potent issues I am confident both countries could find a common ground to protect each other’s interest. But West Papua should not be used as scapegoat in the issue. Or else open up a debate on West Papua as a separate issue in itself.

3) All Party Parliamentary Group for West Papua re-launches
We are delighted to announce the re-launch of the All Party Parliamentary Group for West Papua.
Comprised of British MPs drawn from every political party, this group will hold regular meetings, discussing the political status of West Papua.
The All Parliamentary Group for West Papua is chaired by  Rt. Hon Andrew Smith, Labour MP and founder of International Parliamentarians for West Papua.
The first meeting of this year’s Parliamentary calendar will take place onWednesday 16th October from 5 till 6pm in the Houses of Parliament.
Key focus areas for All Party Parliamentary Group for West Papua :
SELF DETERMINATION: The West Papuans are calling for a new vote, which meets recognised international standards, in the form of a new UN-monitored independence referendum.
DIALOGUE: The West Papuans are calling on the Indonesian Government to enter into internationally-mediated dialogue, without pre-conditions, with genuinely representative West Papuan leaders. Indonesia has to date refused.
ACCESS: The Indonesian Government severely restricts access to West Papua for foreign journalists and international human rights observers, including Amnesty International.
DE-MILITARISATION: As a first step towards peace, West Papuans are calling on the Indonesian Government to halt all planned increases of its military (TNI) presence in West Papua and immediately withdraw the TNI, para-military Police (Brimob) and intelligence agents (BIN) to their barracks’. This would be a hugely important first step to reducing the currently highly charged and tense situation in West Papua. As Ms Hina Jilani, UN Special Representative on Human Rights Defenders, stated on 28 January 2008 “A climate of fear undeniably prevails in West Papua”.
FREEDOM of EXPRESSION: The Indonesian Government currently severely restricts West Papuans from exercising their rights to Freedom of Expression, Association & Assembly, particularly in relation to peaceful demonstrations in favour of independence for West Papua. In this respect, Indonesia is currently in breach of its obligations under the International Covenant on Civil & Political Rights which it signed in 2006.

4) PNG officials move Papuan activists
Updated 13 October 2013, 19:11 AEST
A group of West Papuan activists says PNG officials are treating them "like criminals".
A group of West Papuan activists says Papua New Guinean immigration officials are treating them "like criminals" after they were moved to PNG's remote west.
Seven West Papuans - including a pregnant woman and a 10-year-old boy - have been staying in a hotel in Port Moresby for the past fortnight after being deported from Australia.
On Saturday PNG immigration officials, accompanied by two armed policemen, put them on a plane and flew them to Kiunga in Western Province, where they are staying with members of the local West Papuan community.
One of the group, Yacob Mandabayan says they were told they'd be moved to the East Arwin refugee camp near the border with Indonesia on Monday.
"They treat us like we are criminals. They came with police and guns," he said.
He says other West Papuans living in Kiunga have told them East Arwin is a difficult place to live.
"They said East Arwin is bad, bad to stay, because it's in the jungle," he said.
PNG's Immigration Minister Rimbink Pato is yet to comment.
