Jayapura, Papua (ANTARA News) - The government of the United States of America has donated U.S. 8 million dollars for a health program in four districts of Papua Province.

The U.S. Ambassador to Indonesia, Robert Blake, said during his work visit to the Dosay Community Health Center in Jayapura on Tuesday, the 8 million dollar fund had been donated to the districts of Jayapura, Jayapura City, Jayawijaya and Mimika.

"The purpose of this donation is to improve local health administration capacity, so that the health of mothers and children will be better protected, particularly from the threats of HIV/AIDS and tuberculosis," Blake noted.

Through the United State Agency International Development (USAID), the U.S. government has been focusing on the work of health programs since March 2012, including the prevention of HIV/AIDS, tuberculosis and malaria.

Blake added that USAID also cooperated with UNICEF and local non-government organizations (NGOs) in promoting HIV/AIDS awareness and prevention.

"Papua has the highest rank in the spread of HIV/AIDS in Indonesia, which is estimated to rise to 2.3 percent. Unfortunately, this number is increasing among the commercial sex workers and laborers, hence we are also cooperating with our partners in promoting the use of condoms to prevent HIV/AIDS," he said.

The other program that is funded by the U.S. government is malaria disease prevention by using mosquito nets, which were distributed to the local residents in Papua and West Papua Province.

"We also support the efforts to inform the people who are sick to go to the community health center," he noted.

During his work visit, Ambassador Blake also praised chief of Jayapura District Mathius Awitouw for his supports to the USAID program in the region.

USAID in Papua provides technical assistance to the Ministry of Health and the National AIDS Commission to accelerate the use of effective prevention measures, and to strengthen capacity to gather and use strategic information in response to the epidemic. 

USAID also helps local NGOs increase organizational capacity and expand the reach of HIV/AIDS health services, and works with UNICEF to improve maternal and newborn care and prevent malaria in pregnancy.(*)

Jayapura, Papua (ANTARA News) - US Ambassador to Indonesia Robert Blake has expressed hope that further negotiations between PT Freeport Indonesia and the Indonesian government will yield results that will benefit both parties.

"The negotiations between Freeport and the Indonesian government will take place soon, and we hope an agreement can be reached that will benefit both parties," Blake stated in reply to a question posed by an Antara contributor about the divestment of PT Freeport Indonesia shares while visiting the Dosay health center here on Tuesday.

Blake said he was proud of Freeports contribution to Indonesia. 

"We are proud of Freeports contribution to the economy of the people in Papua in particular and Indonesia in general. The negotiations between Freeport and the Indonesian government will take place soon, and we hope there will be an agreement that will benefit the two parties," he remarked.

In this way, Freeport will continue operating and providing jobs for the people in Papua and Indonesia, the ambassador added. 

Blake noted that he will visit Freeport tomorrow and was keen to see its operations and corporate social responsibility activities.

"We have a lot of interests here. Besides health programs, we also help people in forest management, education, and sea protection," he stated when questioned about things that have attracted him to visit Papua.

According to Blake, Papua has its own superiority as compared to other regions in Indonesia. 

"Papua is blessed with rich marine biodiversity," he pointed out.

Blake said that during his visit to Papua, he will also explore other possibilities for the US companies to invest in the region. 

Ambassador Robert remarked that he also had plans to meet with regional government leaders as well as regional community leaders, such as religious and non-governmental organization leaders during his visit to Papua.

Jayapura. A joint group of soldiers and police officers shot Rudi Orerei, the alleged leader of an armed group in Papua’s Yapen Island, during an attempted arrested at 10:00 a.m. local time on Tuesday morning, police said.
“The joint team of TNI [military] and Police had shot the commander of an armed criminal group, which is based in Angkaisera, on Yapen Island,” Papua Police Chief Insp. Gen. Tito Karnavian said. “He tried to fight with the officers.”
Tito did not reveal the name of the alleged group, but said that it was responsible for a string of crimes across Indonesia’s easternmost province, including extortion, attacks against police and forcing a pastor to eat dirt.
He said the group was not affiliated with the separatist Free Papua Movement (OPM).
“[Rudi] was a criminal,” Tito said. “He once tortured a pastor, attacked a police post and also committed murders.”
He did not provide more specific information.
Police said that Rudi had 20 to 30 followers.
In the raid that lead to his death, police confiscated a police issue firearm, magazines, an axe and a motorcycle.

The outgoing administration will not ink an extension deal with PT Freeport Indonesia concerning its contract to mine the world largest gold site in Papua. 

President Susilo Bambang Yudhoyono’s spokesman for economic affairs Firmanzah told The Jakarta Post on Monday that the President was not drafting a memorandum of understanding (MoU) regulating crucial points in Freeport’s contract amendment.

“The President is not formulating any MoU. It’s just a statement from a director general at the Energy and Mineral Resources Ministry, which I have moved to clarify,” Firmanzah said. 

“If there is any initiative from the ministry, it should be in the form of analysis, study and suggestion for the next government,” he added.

The ministry and the newly appointed Coordinating Economic Minister Chairul Tanjung have repeatedly announced that they were working on an MoU that would be legally tied to the next government.

One of the points in the MoU was a guarantee for Freeport to extend its operation after its contract expires in 2021. 

The MoU was also expected to legally safeguard the local unit of US mining giant Freeport-McMoRan Copper & Gold Inc., against any changes demanded by the next administration.

The presidential election is slated for July 9, the newly elected president is expected to be sworn in by the middle of October. 

The 2009 Mining Law and a 2010 government regulation stipulated that a proposal for the extension of a mining license could only be fielded two years before it expired, or in the case of Freeport in 2019. 

“The President has often said that in the final five months of his Cabinet, the government would not implement strategic decisions that had long-term implications.” Firmanzah said. 

“The extension of Freeport’s contract-of-work until 2041 would be a strategic decision with long-term implications for Indonesia.”

Freeport Indonesia spokesperson Daisy Primayanti called for the swift resolution to the contract extension negotiations.

“Given the serious long-term plan and the huge investment, it is fair that we, as a business entity, want certainty as soon as possible,” she said.

For Freeport, which has operated the mine since the early 1970s, smooth renegotiation is not guaranteed by the next administration as the contract extension process will coincide with the legislative and presidential elections of 2019, where nationalistic sentiment will run high.

Freeport and Indonesia have been locked in a love-hate relationship since the company began to exploit the Grasberg mine, located in Mimika regency, Papua. 

Freeport argued that it contributed heavily to the economy, while politicians accused it of exploiting resources, without giving enough back to Indonesia and its people.
