1) Formation of Melanesian Region is a Strategy to Sabotage MSG

Jayapura, Jubi – President Jokowi’s plan to form Melanesian region in Indonesia by combining the five provinces of Papua, West Papua, Moluccas, North Moluccas and East Nusa Tenggara was seen as a strategy to thwart the struggle of West Papuans to be part of the Melanesian Spearhead Groups (MSG), councillor said.
A member of Commission I of the Papua Legislative Council (DPRP) on Politics, Law and Human Rights, Ruben Magay stated that before the central government planned to establish the Melanesian-Indonesia region, the Papua people have already made an effort to reclaim their identity by trying to be a member of MSG, along with all countries in the Pacific region.
“The question that need to ask is why when the Papuans fight to become a member of the MSG, it was not facilitated. Why the Central Government is silent and even tries to prevent it happening. It’s just common sense – a trick to dampen Papuans’ struggle to join MSG, ” Magay said to Jubi last week.
Continued, even though there may be a positive impact on the issue of establishment of the Melanesian region in Indonesia, but of course there is something beyond the discourse.
“So far, the Jakarta always sees from the political side and it makes difficulty Papuans has struggling to clarify their identity since long time ago yet it is constrained by the political approach, “he said.
He is optimistic, any plan behind all of the Central Government, will be revealed at some point. He said, Papua has a long history of searching for their identity.
Previously, Moluccas governor Said Assagaff said Joko Widodo President wants to form the Melanesian region by combining the five provinces in the eastern region of Moluccas, North Moluccas Papua, West Papua and East Nusa Tenggara in the region.
“The President is very eager to form the Melanesian region in Indonesia so he assigned Coordinating Minister on Political, Legal and Security (Politics) Tejo Edhy to meet the Governor of the five provinces in Ambon on Friday (02/27/2015),”Said Assagaff stated on Saturday (02/28/2015). (Arjuna Pademme/Tina)

2) Students Urge Komnas HAM To Form Insquiry Team on Paniai


Jayapura, Jubi – The Independent Student Forum (FIM) urged the National Commission on Human Rights (Komnas HAM) to immediately form an inquiry team to investigate the shooting dead of four high school students in Enarotali, Paniai, Papua on December 8, 2014.
“We thought the Commission has formed a KPP HAM. However, it turned out only the Investigation Team (TPF) is formed and has not worked optimally. Therefore, we urge Komnas HAM to immediately form a KPP HAM.” FIM coordiator Melianus Duwitau said to Jubi in Abepura, Papua on Monday (09/03/2015).
He further stated the Commission seems to be afraid of conducting an investigation independently due to pressure from the authorities and security forces.
For example, the police issued a statement that it is difficult to find the witness and Paniai Dandim was replaced before Paniai case was handled until finished. “It is actually their game to cover up who the real perpetrator, “he added.
For that, it is expected that the Commission to immediately set up a KPP HAM as it is serious human rights violation. And if the Commission and the investigative team could not reveal who the culprit, then we declare that the state is killing Papuans.
Meanwhile, member of the FIM Dani Yogi is also stated the same thing. The Commission should immediately establish a KPP HAM and uncover who is responsible of the matter.
“We Papuans are not haunted animals. The state must show its willingness and ability to reveal it ,”Yogi stated. (Arnold Belau/ Tina)

3) If Investigation Team Drags Its Feet, Councillors To Form a KPP HAM

Jayapura, Jubi – A member of Commission I of Papua Legislative Council ( DPRP) urged the National Commission on Human Rights to uncover the shooting dead of four students in Paniai in early December 2014.
He suggested that the commission form a KPP HAM, if the probe by the Investigation Team did not meet the expectations of the victims’ families. said Commission I member Laurenzus Kadepa.
He said since the beginning, Paniai people and a number of organization including human rights activists in Papua wants to form an Investigation team on Human Rights Violations (KPP HAM). However the team formed was only to investigate the case.
“People want KPP HAM to be formed, even they want the issue to be addressed by the UN. The Commission should immediately form KPP HAM, to reveal who the shooter. The problem is obvious. There were victims, there were ammunition, and there should be the perpetrators, “Laurenzus Kadepa said to Jubi on Monday (09/03/2015).
According to him, most problems in Papua are ignored and go unsolved. The state only promised to solve, but there is no proof. The state must keeps its promise to its citizens. The victims are citizens, and they demand justice. “I also ask the Commission to not delay the plenary to discuss the results “he said.
While chairman of the Investigation Team, which is also a commissioner of National Commission on Human Rights Manager Nasution said it plans to hold a plenary to discuss its results in April.

4) Jayawijaya People To Ask for Dialogue on Plan to Build Police Headquarters

Jayapura, Jubi – The government should cancel plans to build the headquarters of Mobile Brigade (Mako Brimob) in Wamena, Papua, a community leader said.
“The local government must stop the construction of mako Brimob in Wamena, Jayawijaya because it is not beneficial for Wamena, ” a community leader from Wamena, Manuel Mulait, said at Jubi office in Waena last week.
Home Affairs Minister has said creation of new regencies and the construction of Mako Brimob would only burden the state budget.
The statement was published in one of the local newspapers in the city of Jayapura edition of December 29, 2014 when the President was in the city of Jayapura, while attending the National Christmas in Papau.
Mulait said, people in Wamena are still traumatized as they have been faced with a wide range of military operations since 1997 and even in the beginning of 2000 as well. So the plan to build Mako Brimob is not a solution to deal with the thieves.
He further said the development plan is veiled political game of the police to increase their business area and for the political interests in the future.
Meanwhile, Soleman Itlay, one of the student activists of Jayawijaya said, if the government insists to build it, there must be a dialogue with society. (Arnold Belau/ Tina)

5) Biak Regent Apologize for Lack of Women in Second Echelon

Biak, Jubi – Biak Numfor Regent Thomas Alfa Edison Ondy apologized to all Biak women for a lack of females in the 40-strong second echelon of his government.
The officials were installed on Monday (9/3/2015) at Gedung Wanita Biak. No woman has been appointed because they did not meet qualifications for the position of office heads.
However, the regent has prepared some women to be appointed as echelon II officials. He listed their names including Director of Biak Public Hospital, Secretary of Biak Health Office, Secretary of Regional Civil Service Agency and other female officials who currently held the position of echelon III and IV.
Meanwhile, the regent asked the new appointed officials’ wives to support their husbands in implementing their task and responsibility trusted by the State. (Marten Boseren/rom)
